February 13th, 2026
The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present. Minutes were done by Garilynn Rapp.
Pledge of Allegiance.
Commissioner Turley made a motion to approve the agenda for the day, Commissioner Goffena seconded the motion, as amended to remove the Ice Cream Hill property from Old Business. Commissioner Turley seconded the motion, Motion caried.
Commissioner Goffena made the motion to approve February 6th, 2026, minutes as amended. Commissioner Turley seconded the motion. Motion carried.
Norma Trent joined the meeting.
Public comment:
Pamela Liggett resigned from representing Musselshell County on the Mental Health Board. The next meeting will be held on March 4th at 10:00 AM
Theresa Doumitt thanked the Commissioners for attending the RCP Meeting and expressed excitement for our community being represented.

Commissioner Goffena made the motion to proceed with third-party attorney review of Developer’s Agreement and Contract for Deed documents for the Wier Building Project. Work will cost up to $1,500 and attorney will be Troy Bentson with Browning, Kaleczyc, Berry & Hovan, P.C. (Bozeman, MT). The contract was recommended by Musselshell County Attorney. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to review and sign Airport Outlay Report and Request for Reimbursement #6 for pavement maintenance 3-30-0066-019-2025 submitted by KLJ Engineering. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley attended a Refuse meeting on Tuesday February 10th, 2026.
All Commissioners attended Sawmill Design with Great West Engineering for the Bair Collins property and made a radio appearance on Wednesday February 11th.
Commissioner Goffena attended the watershed meeting on Thursday February 12th, 2026, reporting that Martinsdale Reservoir is half full and Deadman’s Basin is full. All Commissioners attended an RCP Work Session with Theresa for the Wier Building.
Commissioner Turley discussed Personnel Policy Review recommendations including a 12-month probationary period with semi-annual performance appraisals for all employees. For employees requiring performance improvement, quarterly reviews and managerial feedback should be required. Additionally, he recommends background checks for all new hires at the industry standard.
CAS Marshall gave her weekly report to the Commissioners. She has been working with the Auditor and getting all year-end reports submitted.
County Agent Cooley gave his weekly report to the Commissioners. He requested the Commissioners to allow for the work study student to become an intern for the summer with the Extension Office.
Sheriff Lesnik gave his weekly report to the Commissioners. Jeremy House and Under Sheriff Jason Bednar were present. The department submitted a few large claims for two new patrol vehicles, new cameras, and new lockers for the evidence room. Sheriff Lesnik requested Commissioner attendance at the MACO Meeting for the Big Horn County Regional Jail Meeting to take place at 10:00 AM on Tuesday February 17th. This meeting is to discuss a collaboration effort including Stillwater County, Carbon County, Big Horn County, and Musselshell County for a Regional Jail.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. There were 51 office visits, 21 phone calls, 22 burn permits issued/renewed, 1 call for service (Big Clearing Road UTV/Garage Fire) and 5 meetings were attended.

Warren Hanson with the Middle Musselshell Water District reviewed options for getting water to the airport with the Commissioners.
