The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley was present.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda for the day after amending the top 3 items on the day’s business. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve January 16, 2026, minutes as written. Commissioner Turley seconded the motion. Motion carried.
Commissioner Pancratz joined the meeting.
Norma Trent, Theresa Doumitt, Rachel Brewer and Norma Zolnikov were present.
There was no public comment on Several Budget Amendments.

Ms. Brewer representing Roundup Memorial Healthcare was present to explain item number 4 on the business portion of the agenda.
County Attorney Todd-Rogers joined the meeting.
Ms. Zolnikov submitted a copy of the Tourism Grant Alternate Budget for Commissioner Pancratz to submit to the Department of Commerce.

Commissioner Turley made the motion to table signing the Relief Letter to the DNRC for the Musselshell County, Melstone Water and Wastewater System Improvements-Request for Relief from ARPA Grant Agreement Requirements. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to table signing Reimbursement Request Number 1 for the Melstone Water and Wastewater Improvements. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to remove Signing Resolution 2026-7 Establishing a Flat Fee for Non-Emergency, Non-Transport Ambulance Service Responses until it can be public noticed for 2 weeks. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the H-1B National Interest Waiver Request to the Department of Homeland Security regarding Roundup Memorial Healthcare. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the Musselshell County FY25 Engagement Letter submitted by Nexus CPA Group. Commissioner Goffena seconded the motion. Motion carried.
County Accounting Specialist Marshall gave her report to the Commissioners. The audit has been turned in but the Commissioners have been sent a questionnaire that they need to complete.
Theresa Doumitt and County Attorney Todd-Rogers met with the Commissioners to go over the Wier Building project.

County Agent Cooley gave his weekly report to the Commissioners. There are 13 people who signed up for the Tree Workshop on the 29th. He is working on flyers for the Calving Workshop. He is working with 4H on Junior Quality Insurance and Animal Care-winter feeding, rations and hay tests. There is a Fair Board meeting on January 27, 2026.
Sanitarian Van Puckett stopped in the visit with the Commissioners. They are working on developing a checklist for land development. The CMHD meeting was cancelled until February.
Sherif Lesnik gave his weekly report to the Commissioners. There was a major law enforcement incident in Musselshell County. Daily operating costs are extremely high compared to previous years. The County Attorney needs a copy of the Interlocal Agreement with the City for Law Enforcement.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. There were 18 office visits, 21 phone calls, 5 burn pit permits issues or renewed. There was a fire reported on Wrangler Trail. There was maintenance done on the firehall. They attended 8 meetings for the week. Commission meeting, GID Coordination meeting, the Roundup Reach monthly update meeting, the State Resiliency grant meeting, the grant development meeting, quarterly State DES Update meeting and an additional DES Coordination meeting.
Ambulance Director Solberg gave his weekly report to the Commissioners. They are advertising for a new employee. They have been doing EMS classes. They are configuring the phone system and transferring users.
Eric Eliasson met with the Commissioners regarding the Tourism Grant and hopes the Commissioners include the Museum with the funding.
Public Comment:
Dave and Wendy Shreeve with the Middle Musselshell Water District met with the Commissioners to let them know they have sent out letters to members of the district for their normal meeting February 5, 2026, at 7:00 P.M.
Charles Gettelman met with the Commissioners regarding Judith Gap Commissioners water letter in August 27, 2025, minutes.
There being no further business Commissioner Turley made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.
January 26, 2026, Road Department meeting.
All Commissioners, Road and Bridge Supervisor Stockert and Secretary Randall were present. Hawk Creek Road has been completed, but they will be doing spot graveling through the spring. They were $99,000.00 under budget the plan is to focus on pulling and maintenance to restore roads to good quality. The new grader should be here by the end of February. They are considering purchasing a crusher. The Rath pit reclamation and seeding have been completed. With warmer weather they have been able to install a few cattle guards.
