The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Turley, Commissioner Goffena and Norma Trent were present. Minutes were taken by Garilynn Rapp.

Commissioner Turley made the motion to approve the agenda for the day. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve November 21st, 2025, minutes as amended. Commissioner Turley seconded the motion. Motion carried.
There was no public comment.
Commissioner Goffena made a motion to sign Resolution 2025-37 appointing Special Deputy County Attorney Burt Hurwitz for State of Montana vs. James Brian Vinson. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made a motion to sign Resolution 2025-38 appointing Special Deputy County Attorney Burt Hurwitz for State of Montana vs. Jeremy Harding. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made a motion to sign Resolution 2025-39 appointing Special Deputy County Attorney Burt Hurwitz for State of Montana vs. Joseph Stilley. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made a motion to sign Resolution 2025-40 appointing Special Deputy County Attorney Diane Cochran for Youth in need of care cases. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made a motion to review and sign the Certification of Grantee of the Final Project Completion Report of MT-MCEP-CG-21-164. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to review and sign the contract amendment with High Plains Architects for the Wier Building Project. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made a motion to review and approve the Musselshell County Standard Audit Agreement for the Wier Building Project with the Nexus CPA Group PLLC. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made a motion to review and sign the iWorQ Proposal submitted by the Road Department. Commissioner Goffena seconded the motion. Motion carried.
Theresa Doumitt called in to update the Commissioners on the status of the Wier Building.
Maintenance Supervisor Jett reviewed building maintenance for the Courthouse with the Commissioners.
Sophie Branch with the Department of Revenue will be sending all codes the department uses to identify properties with dwellings to the Commission and the Refuse Board.
Wendy Jones reviewed the community garden and grant funds received. The Commissioners agreed to the usage of a 1.22-acre lot for the Community Garden. The FFA and Extension Office will fence and maintain the fencing.
County Agent Cooley gave his weekly report to the Commissioners. There were 4 applications from the Melstone pesticide program. Mr. Cooley is working with the County Attorney on animal abuse transportation and placement if it happens in the County again. They hope to roll it into the Livestock Emergency Evacuation Plan. They are still working on the Ranchers Round Table hopefully by December. He would like to get new people to come to the meeting.
Under Sheriff Bednar updated the Commission that the Sheriff’s Office currently has 5 inmates.
DES Director Russell and DES Coordinator Rook gave their weekly report to the Commissioners. The Department reviewed Text My Gov vs. Code Red that is currently being used for community updates. Additionally, the department reviewed the status of the West Repeater Project, Swift Current Project and Floodplain litigation strategies. A drone meeting was held this week reviewing After Action Reports and fly zones. Drones cannot fly lower than 200 feet unless they are in an Active Fire Flight Status.
