January 16th, 2026

The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present. Minutes were done by Garilynn Rapp.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda for the day. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to approve the minutes from the January 9th,2026 meeting as written. Commissioner Turley seconded the motion. Motion carried.

Norma Trent joined the meeting.

No Public Comment:

County Attorney Todd-Roger joined the meeting.

Commissioner Goffena made the motion to sign the Relief Letter to the DNRC for the Musselshell County, Melstone Water and Wastewater System Improvements-Request for Relief from ARPA Grant Agreement Requirements. Commissioner Turley seconded the motion.  Motion carried.

After discussion, Commissioner Goffena made the motion to table the review and signing of the Relief Letter the DNRC for the Musselshell County Melstone Water and Wastewater System Improvements-Request for Relief from ARPA Grant Agreement Requirements.  Commissioner Turley seconded the motion. Motion carried.

After discussion, Commissioner Turley made the motion to table the review and signing of the Reimbursement Request Number 1 for the Melstone Water and Wastewater Improvements, until continued discussion with Great West Engineering has occurred. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Turley made the motion to Sign the Annual ACH Agreement for 1st Security Bank submitted by Treasurer Hetrick. Commissioner Goffena seconded the motion. Motion carried.

After discussion, Commissioner Goffena made the motion to table the Review and Signing of Resolution 2026-7 Establishing a Flat Fee for Non-Emergency, Non-Transport Ambulance Service Responses. Commissioner Turley seconded the motion. Motion carried.           

Mikayla Viviano with Child Services reviewed the department’s need for additional space, including 2 offices and a visitation room, for supervised visits.

Sheriff Lesnik gave his weekly report to the Commissioners. The department is paying $4,975 deductible to MACO for insurance claim.  They are working on a resolution with the City of Roundup regarding City Ordinances becoming Civil Infractions, allowing Code Enforcement or Law Enforcement to issue citations. Additionally, the Sheriff’s Office will be requesting the School District to absorb costs for the SRO.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. The department had 35 in person public interactions addressing emergency service matters, including permits, addressing, and general DES assistance. 10 Burn Permits were issued or renewed. The department had 3 calls for service, including a structure fire in Melstone, transmission line/wildfire on Tumbleweed Road and Outlaw Trail Burn Pit assistance.

Norma Zolnikov came into review the Tourism Grant application process with the Commissioners. The committee has a preliminary budget and alternate budget including a 5-Year Plan. The total Tourism Grant being applied for is $2.75 million, to support tourism in Musselshell County.

Public Comment:

Warren Hansen with the MMCWD came in to discuss the usage of Block Grants for an option of funding the airport water project.

There being no further business Commissioner Turley made the motion to adjourn.  Commissioner Goffena seconded the motion.  Motion carried.
