The meeting was called to order at 8:30 by Commissioner Turley and Commissioner Goffena was present. Minutes were done by Charle Vohs. Commissioner Pancratz was absent. Frank Kelly& Ray French were also present.
Pledge of Allegiance
Commissioner Goffena made a motion to approve the agenda for the day with Amendment of DES and EMS not going to be available today. Commissioner Turley seconded the motion. Motion carried.
Commissioner Goffena made a motion to approve the minutes from June 6, 2026. Turley seconded the motion. Motion carried.
Public comment:
Ray French came in with Complaint that when his family went to the cemetery in Musselshell that they couldn’t find his relatives head stone (Arthur French) because of Gopher mounds. He asked if he could search and rake to uncover the headstones. Commissioners Turley and Goffena gave permission.
Frank Kelly from VFW came in to see if the appraisal for property had been completed and parcel numbers assigned. Commissioner Turley said they would be done soon.
End of public comment
- Vote for eliminating the 3:00 public comment and limiting the Department head meetings to 15 minutes. Commissioner Goffena motioned that the 3:00 public comment period stay but the department head meeting be reduced to 15 minutes. Commissioner Turley seconded. Motion passed.
- Review and sign Resolution 2026-9 resolution authorizing and approving the sale of a certain parcel of real property known as the Wier Building, 215 Main Street, Roundup, MT. Motion to table by Commissioner Turley, Commissioner Goffena seconded. Motion passed.
- Review and sign Outlay report #9 request for reimbursement for 3-30-0066-019-2025submitted by KLJ Engineering for Roundup Airport. Commissioner Turley motioned for it to be tabled since Commissioner was not here to sign. Commissioner Goffena seconded. Motion passed.
- Review and sign the Encroachment Permit for an approach in Section 26, T 8 N, R 25 E, Gibbtown Ave., submitted by Craig Rech. Commissioner Turley motioned for this to be tabled because Road Department Supervisor Stockert has not reviewed yet. Commissioner Goffena seconded. Motion carried.
- Review and sign the Consent for Access of Property Application for Snowy Mountain Development and Petroleum Brownsfield Site. Commissioner Turley Motioned to sign. Commissioner Goffena seconded. Motion passed.
Denise Miller/ MCSS Lunch is average for 20-25 Meals. 12-15 take out meals Denise brought in signed Contract for Melstone Senior Meals. Denise will be traveling down to look over building and set up. New driver is also going to help in the kitchen if she doesn’t exceed 20 hrs. a week. Quote for Plummers exceeded expectations she is going to get a few more quotes. Budget amendment for cleaner for kitchen drains will be added to budget. Fund raiser in July is cancelled for lack of time to organize. Monthly breakfast is still on 3rd Tuesday morning of each month 7-10 am.
Justina Marshall CAS Budgets have been imputed with no drastic changes. Have talked to MCSO, Fairgrounds, and County Agent. Scheduled to be done by end of month for Commissioner review. EMS budget has not been reviewed yet. Wants to go to grant writing workshop in August.
Kieth Gregerson came in to ask how to get refuse charge off his taxes. He was directed to fill out paperwork for refuse board which is available at the Dept. Of Revenue. Dept of Revenue Sophie Branch came back with him to explain his options.
County Agent Reed Cooley came in to give his report. 4H camp meeting next week he will not be in next Friday. Trees are due on 15th showmanship class for kids is 25th. Range Day is on 26th. Budget to be in by end of the month with budget amendment for intern wages.
Sheriff Lesnik gave his weekly report. 1 Currently in Jail. 1 transport to Billings to Rimrock for treatment. Asking Commissioners that with Carol McInnis retiring in December that there be added to the budget for 4 months salary for her replacement so they are trained before new JP will take over. Advertise in July, Interview in August and start after Labor Day.
County Attorney Holly Todd-Rogers informed Commissioner that she has two big cases and one will need to hire 1 or 2 expert witnesses
DES Justin Russell and Assistant Darin Rook emailed their weekly report This week we had 27 office visits, 74 phone calls, 1 rural addressing application given out, 2 calls for service (1- Fire on 4-mile road .5 acres and 1 Fire on Goulding Creek Road 30 acres. We had 2 meetings. Reunification Meeting with EMS and hospital. Meeting with Great West and Headwaters Economics to discuss BRIC/FMA grants for the flood mitigation projects. I will be sending the mayor an MOU agreement for the city and county that way we can get a 90/10 match vs a 75/25. Which will save us around $600,000. I’m currently on my way to Billings to pick up the UTV trailer we purchased this week.
Treasurer Darcie Hetrick came in to verify that refuse is a fee not tax.
Community Health Worker Nick Littrell gave his weekly report. He had 4 new clients this week. 3 new appointments scheduled for next week. He is still planning on shadowing CHW in Big Fork in July. Has a meeting in Harlowton for training with their teachers hoping to bring back for our teachers. Will be turning in grant proposal on Monday. Had County Vehicle serviced after engine light came on.
EMS Ron Solberg was transporting could not come in.
Dispatch Director Cheryl Ramsey came in and gave update Fully staffed with new dispatcher training.
