April 24, 2026

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley was present. Commissioner Pancratz will be in later today.

Norma Trent was present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda as is. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve April 17, 2026, minutes as written. Commissioner Goffena seconded the motion.  Motion carried.

  1. Public Comment on Resolution 2026-9  A resolution authorizing and approving the sale of a certain parcel of real property known as the Wier Building, 215 Main Street, Roundup, Montana, and more particularly described as the Roundup Original Townsite, S13, T08 N, R25 E, Lots 8, 9, 10, 11 and the South 18.5 feet of Lot 7, Block 17 in the City of Roundup, Musselshell County, Montana for the purpose of economic development and historic preservation in accordance with the development objectives of Musselshell County and providing for an effective date herein.                         There was no public comment.

There was no public comment.       

Commissioner Turley made the motion to sign Resolution 2026-11 A Resolution to receive the Montana Main Street (MMS) grant referenced in contract #MT-MMS-CG-23-011 Final Stage Funding grant in the amount of $90,602.  Commissioner Goffena seconded the motion.  Motion carried.

Theresa Doumitt entered the meeting.

CAS Justina Marshall gave her report to the Commissioners. She has been working with Denise Miller, the Director of the Musselshell County Senior Services, regarding her fund numbers, budget and claims. The first week in May she is going to be getting all Department Heads their budgets for them to go over at the end of May, beginning of June.

Theresa Doumitt gave a report that the Central School playground equipment was delivered and then the Wier Building update.

John Albert from Musselshell reported that the trees in Handel Park should be taken care of by the end of the month.

County Attorney Todd-Rogers entered the meeting.

Sheriff Lesnik gave his weekly report. Jeremy House entered the meeting. They had 3 felony DUI’s in one day.  There are 2 inmates. They have donated many historic jail files to the Museum. The price of Sheriff Sales is going to go up to $750.00.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. There were 32 office visits, 19 phone calls, 1 burn permit issue or renewed, 3 addressing GIS issues, 3 calls for service: Tranquility Trail- smoke detector activation, Snowy Mountain -Prescribed Fire support and additional incident response. The Busy Bee demolition project has been successfully completed. They were awarded the Montana Library Grant which will support continued improvements to GIS capabilities and addressing systems. The Refuse needs to get a burn permit for a scheduled burn. They have ordered Starlink for fire trucks.

Community Health Worker Nick Littrell gave his weekly report to the Commissioners. He has been working with the CHW in Harlowton. He will be doing an 85-hour training with MSU starting on September 14, 2026. He is going to be setting up meetings with the schools and hopefully get on the radio to let people know the services provided.

Ambulance Director Solberg gave his report to the Commissioners. The internet is hooked up at the Musselshell shop.  Next, they will be working on the phones at the Food Bank.

Hope Barker with MACo and Cody Samuelson with Key Insurance met with the Commissioners to go over the Property Renewal Insurance.

Commissioner Pancratz joined the meeting.

Fairgrounds Coordinator Tatman gave her report to the Commissioners. Plumber Joe is expected to do the water meters April 28 & 29, 2026. We will need to purchase a wrench for the job because the City of Roundup will not let us borrow theirs. The arena was dragged but they are going to be using Florins screener for the bigger rocks. More trees are being trimmed for safety. The Ranch Rodeo is Saturday May 2, 2026.

The Commissioners made a call to the Area Manager, Property Assessment Division for the Montana Department of Revenue Chad Beckman regarding information received from him regarding Signal Peak Mine.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.

Monday April 20, 2026, Road Department meeting.

Commissioner Goffena, Commissioner Turley, Road and Bridge Supervisor Stockert and Secretary Randall were present. Kombol Road has been rebuilt to standard 24-foot width. Big Wall and Griffith Rd. are being pulled. They have been using the reclaimer East of town to preparer the roads for pulling. The crusher was delivered. Johnny’s Coal Road was discussed regarding distance of the County Road and signage.
