The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley was present. Commissioner Pancratz will be in at 11:00.

Commissioner Turley made the motion to approve the day’s agenda after adding Resolution 2026-11for the intent to sell County owned property submitted by the County Attorney and adding an Encroachment Permit for an approach in Sec. 20, T-8-N, R-29-E, Fishel Creek Rd submitted by DJ Smith. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve April 3, 2026, minutes as written. Commissioner Turley seconded the motion. Motion carried.
Theresa Doumitt joined the meeting via Teams.
Ms. Doumitt clarified that Resolution 2026-9 that was added to the agenda for the day be removed because it is different from 2026-9(approving to sell County owned property) it should be 2026-11, for the intent to sell. It will be taken off the business agenda. (communication is a wonderful thing)

Resolution 2026-9 A resolution authorizing and approving the sale of a certain parcel of real property known as the Wier Building, 215 Main Street, Roundup, Montana, and more particularly described as the Roundup Original Townsite, S13, T08 N, R25 E, Lots 8, 9, 10, 11 and the South 18.5 feet of Lot 7, Block 17 in the City of Roundup, Musselshell County, Montana for the purpose of economic development and historic preservation in accordance with the development objectives of Musselshell County and providing for an effective date herein.

Commissioner Goffena made the motion to remove Ordinance 2026-1, An Ordinance for Community Development of Government Owned Property. Discussion, after a third-party attorney did the research, by Montana Annotated Code we do not need to have an ordinance for this. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to sign the 2026 Montana Coal Endowment Program (MCEP) Preliminary Engineering Report submitted by Stahley Engineering. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Encroachment Permit for an approach in Sec. 20, T-8-N, R-29-E, Fishel Creek Rd submitted by DJ Smith. Commissioner Turley seconded the motion. Motion carried.
Meetings:
Monday April 6, 2026, Commissioner Goffena and Commissioner Turley attended an inspection of the Senior Services Center and also met with Musselshell County Council on Aging regarding the transition of services to the seniors.
Tuesday April 7, 2026, Commissioner Turley attended the Fair Board meeting. They would like to purchase a rock picker for the rodeo grounds and some sand.
Wednesday April 8, 2026, Commissioner Goffena and Commissioner Turley met with the Developer of the Wier Building for the weekly update and then had the Wier Building update with Theresa Doumitt. Commissioner Pancratz joined the meeting via teams.
Thursday April 9, 2026, Commissioner Goffena and Commissioner Turley attended a Bair Collins meeting via Teams. Floodplain Administrator Courtney Long was present as were Fish Wildlife and Parks.
Thursday April 9, 2026, Commissioner Goffena attended the Watershed meeting.
County Accounting Specialist (CAS) Marshall gave her weekly report to the Commissioners. The audit was submitted Friday April 3, 2026. She is planning on putting any findings from the auditor in the local paper. She is working on getting the Seniors Services fund numbers together.
County Agent Cooley gave his weekly report to the Commissioners. All of the seed potatoes are gone. He attended the Watershed meeting on Thursday April 9, 2026. They reported it is going to be a hot and dry summer.
Sheriff Lesnik gave his weekly reports to the Commissioners. There are 3 inmates. The upcoming budget season was discussed.
Commissioner Pancratz joined the meeting.
County Attorney Todd-Rogers joined the meeting.
DES Report: There were 28 office visits, 27 phone calls, 4 burn permits issued or renewed,5 addressing activities, o calls for service and 5 meetings attended.
Treasurer Hetrick met with the Commissioners to give them the March report and quarterly reports. Ms. Hetrick did 3 writs of execution for taxes for 3 mobile homes next week. There will be a resolution to write off the outstanding warrants on next week’s agenda. Ms. Hetrick will be attending the Superintendent of Schools Convention all next week and will not be here.
Weed Coordinator Newman visited with the Commissioners. Ms. Newman attended the Montana Weed Council Association conference. The association is pushing to enforce the weed management plan. She plans to add a Resolution for the “Weed Management Plan” to all County Encroachment Applications. She would like to purchase a “Spray Logger” that tracks all of her spraying. The Commissioners agreed.
Ambulance Director Solberg met with the Commissioners regarding the new phones.
Jay Newton and Kim Yates met with the Commissioners regarding a document for their properties on Klein Rd. Flying S Title is working on this.
Public Comment:
Rayna Bartoo from the Baseball Association Board asked the Commissioners if they would be willing to donate scoria for Mills Field at the fairgrounds? They said yes.
