The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley was present.
Theresa Doumitt and Norma Trent were also present.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda after adding the Cemetery Board at 2:00 and Refuse at 2:30. Commissioner Goffena seconded the motion as amended.
Commissioner Goffena made the motion to approve the minutes for April 10, 2026, meeting minutes as written. Commissioner Turley seconded the motion. Motion carried
Commissioner Pancratz entered the meeting.
Thursday April 16, 2026, Commissioner Pancratz had a Snowy Mountain Development Corporation meeting via Zoom. Commissioner Pancratz feels they have made tremendous strides in what they have been able to do.
Wednesday April 15, 2026, Commissioner Goffena and Commissioner Turley went to Colstrip to the Governors Energy Task Force Open House.
Public Comment on Resolution 2026-9 A resolution authorizing and approving the sale of a certain parcel of real property known as the Wier Building, 215 Main Street, Roundup, Montana, and more particularly described as the Roundup Original Townsite, S13, T08 N, R25 E, Lots 8, 9, 10, 11 and the South 18.5 feet of Lot 7, Block 17 in the City of Roundup, Musselshell County, Montana for the purpose of economic development and historic preservation in accordance with the development objectives of Musselshell County and providing for an effective date herein.
Theresa Doumitt said that after County Attorney Todd-Rogers and another Attorney reviewed the intent to purchase resolution it is not necessary.

Commissioner Goffena made the motion to sign Resolution 2026-12 Canceling Uncalled Warrants from July 1, 2024, to June 30, 2025, submitted by Musselshell County Treasurer. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the Encroachment Permit
Application for an approach on Old Divide Rd in Section 25, T-6-N, R-26-submitted
by Joseph LaFountain. Commissioner Goffena seconded the motion. Motion
carried.
Commissioner Goffena made the motion to sign Encroachment Permit Application
for a water line on Section 28, T-9-N, R-31-E Jennings Rd submitted by David
Riebel. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign Outlay 8 request for reimbursement
for Airport 3-30 0066-019-2025 pavement maintenance project submitted by KLJ
Engineering. Commissioner Goffena seconded the motion. Motion carried.
Musselshell County Senior Services of Roundup (MCSS) Director Miller gave her weekly report to the Commissioners. On the 1st day of meals being served with the new board there were approximately 60 meals served and 10 take-outs. For now, they will be weekly menus and hopefully the whole monthly menus will be available in May. They are still looking for volunteers. The vans have been taken to A 7A for checks. They may possibly hire a 3rd driver for around town. They are getting the computers all set up. They are working with Area II Agency on Aging for background checks for drivers and employees. They are licensed and current with the Sanitarian. They will be getting an exterminator for the initial start of monthly services.
Sheriff Lesnik gave his weekly report to the Commissioners. There are 2 inmates. There was a discovery at the Hospital Safety Meeting regarding the panic button that is being addressed. There is concern over safety at the R.I.D.E. events this 4th of July.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. There were 37 office visits, 22 phone calls, 2 burn permits issued/renewed, 2 calls for service (motor vehicle crash Hwy 12 West & Klein Structure fire), and 1 Roundup Reach meeting attended.
Department Head meeting.
In attendance were all Commissioners, Clerk & Recorder Tomassi, MCSS Director Miller, Sheriff Lesnik, DES Director Russell and Coordinator Rook, Refuse Supervisor Fisher and employee Porter, Road and Bridge Supervisor Stockert, Community Health Worker (CHW) Litterell and Ambulance Director Solberg. Sheriff Lesnik, MCSS Director Miller and DES gave the same report as the morning meeting except DES had quarterly numbers. 434 office visits, 911 phone calls, 84 burn permits, 52 GIS Addressing tasks, 47 calls for service and 68 meetings. Road and Bridge Supervisor reported the County now has 7 motor graders with the help of the Coal Board. All equipment has been repaired, and the annuals are up to date. With the open winter they have been working on roads and are hoping for spring moisture. They are going to be offering overtime for the crew to work on cattle guards, signs and culverts to free the crew during the week to work on roads. Working on 3 new gravel pits. The County has purchased a crusher for quality material for roads. Applying for an MCEP grant to replace Harvey Road and need as many community support letters and signatures as possible. (stop in the Clerk and Recorders Office at 506 Main Street for the signature page and letter) They are still looking for a new employee. Floyd Fisher and Boyd Porter reported that they are looking for an employee also. They need to do a burn soon, so they will be getting DES to acquire a burn permit. They need to do a major repair on the crusher. The new Community Health Worker, Nick Littrell, introduced himself and is looking forward to lots of changes. Ambulance Director Ron Solberg reported that he will be adding 1st Aid classes for employees soon. All employees should be doing the monthly security classes online that Systems have been issuing. The Senior Services should all have all phones and computers connected and will be working on the Food Bank and Golden Thimble. The Commissioners said they are glad they are working with such good people. End of Department Head Quarterly Meeting.
Betty Haynes visited with the Commissioners to thank them for the friendly manner in which the new transition with the Senior Services took place.
Dick Mihalovich and Louie Vidic met with the Commissioners regarding a mower for the South cemeteries. The Commissioners told them to get an estimate for them. They are also looking for an employee to mow for the summer.
Kasey Kombol met with the Commissioners to discuss the County owned property East of town. Jeremy Fadness with the Subdivision Administration called to discuss the Certificate of Survey they are working on for the property.
Refuse Board members Terry Frost, Floyd Fisher, Alex Schultz, Norma Trent and worker Boyd Porter met with the Commissioners regarding what is the role of the Board, should they be a Board or Committee. The Commissioners are going to have the County Attorney look into all issues.
