April 3, 2026

The meeting was called to order at 8:30 by Commissioner Goffena.  Commissioner Turley was present. Commissioner Pancratz will be in after a previous engagement.

Norma Trent was present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda for the day as is. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve March 27, 2026, minutes as written. Commissioner Turley seconded the motion. Motion carried.

Commissioner Goffena made the motion to table: Public Comment on Resolution 2026-9  A resolution authorizing and approving the sale of a certain parcel of real property known as the Wier Building, 215 Main Street, Roundup, Montana, and more particularly described as the Roundup Original Townsite, S13, T08 N, R25 E, Lots 8, 9, 10, 11 and the South 18.5 feet of Lot 7, Block 17 in the City of Roundup, Musselshell County, Montana for the purpose of economic development and historic preservation in accordance with the development objectives of Musselshell County and providing for an effective date herein.   AND

Public comment on, Ordinance 2026-1, An Ordinance for Community Development of Government Owned Property.

CAS County Accounting Specialist Marshall joined the meeting.

Public Comment on any public matter within the jurisdiction of the Commissioners that is NOT on the Agenda.

Kyle Marshall was present regarding Old Musselshell Roads condition. The Commissioners will take the Road and Bridge Supervisor to inspect Monday April 6, 2026, after the Road Department meeting.

Business:

Commissioner Turley made the motion to table signing Ordinance 2026-1, An Ordinance for Community Development of Government Owned Property. Commissioner Goffena seconded the motion.  Motion carried.

            Commissioner Turley made the motion to sign Resolution 2026-10 to receive a Coal Board Grant for the purchase of a Road Grader for the Road Department. Commissioner Goffena seconded the motion.  Motion carried.

Homes on the Range Board member Chris Kirk met with the Commissioners regarding an amendment to the City of Roundups Lease Agreement for the restrooms at Block 1, Lot 12 NTW 1st Additon to Roundup.  They are hoping on a new building for Homes on the Range in the spring of 2028.

CAS Marshall met with the Commissioners to go over the 2025 audit draft. Nexus was supposed

to submit it today or yesterday. They will be sending a new 3-year contract for audit services.

Commissioner Pancratz joined the meeting

The Musselshell County Senior Services of Roundup Board met with the Commissioners with HR questions. County Attorney Todd-Rogers and Sheriff Lesnik were present.

Sheriff Lesnik gave his weekly report. There is 1 inmate. There is a new scam going around that is very threating.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. They had 35 office visits, 14 phone calls, 2 burn permits issued/renewed, 2 addressing/GIS activities, 5 calls for service: Wildland fire on Hwy 12 west, wildland fire on Pine Tree Road, Structure fire at Signal Peak, Structure Fire Drill at Homes on the Range and BLM Support.

Also Present was Senior District Field Officer for State DES Jeff Gates.  There is no information on when Federal Funding is going to be available. They are doing a DES Work Force Study and upgrading to Title 10.

The Commissioners had a meeting Thursday April 2, 2026, with a representative from Senator Sheehys Office via Teams.

 Tuesday March 31, 2026Commissioner Pancratz and CAS Justina Marshall had a meeting with our Auditor, Nexus CPA Group.

Wednesday April 1, 2026, Commissioner Goffena and Commissioner Turley had a meeting with the Developer for the Wier Building with Theresa Doumitt and then the Wier Building update were Commissioner Pancratz joined via Teams.

All 3 Commissioners had a Musselshell County Senior Services of Roundup meeting on Wednesday April 1, 2026.

Commissioner Goffena and Commissioner Turley toured W. Parrot Creek Road Wednesday April 1, 2026.

Thursday April 2, 2026, Commissioner Turley attended a Hospital Board meeting.  They are in good condition.

Supervisor of HR for the Refuse met with the Commissioners.

Fairgrounds Coordinator Tatman gave her weekly report to the Commissioners. Jersey barriers have been placed, and they will be getting 7 more.

There was no public comment.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.
