August 21, 2026 Minutes
The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.
Norma Trent was present.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda for the day. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve August 14, 2026 Minutes as written. Commissioner Turley seconded the motion. Motion carried.
There was no public comment.
Commissioner Goffena made the motion to table signing Resolution 2026-21 Donating Land to American Legion. Commissioner Turley seconded the motion. Motion carried.
Discussion- they are waiting on a second appraisal of the property.
Commissioner Turley made the motion to table signing the Warranty Deed for the Land Donated to the American Legion. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Encroachment Permit for bore crossing and water pipe on Alec Roy Road submitted by Fergus Electric. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the Encroachment Permit for a communication line on Lost Canyon Way and Queens Point Road submitted by Mid-Rivers. Commissioner Goffena seconded the motion. Motion carried.
MCSS Director Miller gave her weekly report to the Commissioners. This month’s fund raiser was not as good as last months. There were only approximately 20 people present. They will be having an RSVP Dinner and Quarterly Area II lunch. They are looking for other ways to raise funds. They are looking into raising the price of lunches to $7.00.
CAS Marshall gave her weekly report to the Commissioners. Ms. Marshall thanked the Commissioners for the great work sessions for the budget. There will be public comment for the budgets on the next 2 Fridays agendas and signature after public comment on September 4, 2026.
County Attorney Todd-Rogers joined the meeting.
County Agent Cooley gave his weekly report to the Commissioners. Flyers are going out for the Water Quality class on September 10, 2026. Canning classes will be October17, 2026, noon at the Lavina Senior Center. They will be looking for a county vehicle for the department.
DES Coordinator Rook gave his weekly report to the Commissioners. Matt Pierce with MAPS was also present and explained to the Commissioners what they have been doing with the GIS mapping information that is being collected in the County. Director Russell was deployed to fire in Reed Point.
Sheriff Lesnik gave his weekly report to the Commissioners. They are transitioning to QuickBooks. There have been a lot of arrests.
CHW Littrell gave his weekly report to the Commissioners. The Veteran Center met in the office for the first time this week. He will have a booth set up at the Health Fair this weekend. They have been trying to work with Central Montana Health District for training with teachers at the school. He went on a welfare check this week. There were 3 new clients.
Dispatch Director Ramsey gave her weekly report to the Commissioners. They are losing another dispatcher. There is a need for coverage for vacations.
Ambulance Director Solberg met with the Commissioners regarding the phone systems. The new ambulance should be here at the end of September. The Health Fair is this weekend, and they will be at the MMA fight tat is at the Roundup Stage.
There being no further business Commissioner Turley made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.

*Monday August 24, 2026 Road Department Meeting.*
Commissioner Goffena, Commissioner Turley Road and Bridge Supervisor Stockert and Secretary Randall were present. Minutes were done by Secretary Randall.
I. ROAD UPDATE
The Road Department provided an update on current road conditions and maintenance activities.
- Nearly all county roads have been bladed and are prepared for the fall season.
- Melstone-Custer Road: Approximately ten large hay bales are located in the ditch. The department is working on a plan for their removal. Either by locating the owners or hauling them off.
- West Musselshell: A large tree fell into the roadway. A neighboring property owner cleared the roadway; however, a large portion of the tree remains in the ditch.
- The State will be scheduling an appointment to discuss the possibility of obtaining a gravel permit on state land.
II. FISHEL CREEK
Ripping work on Fishel Creek is scheduled to begin September 14, 2026.
III. SEMI / DOZER
- One of the Road Department’s semis has sustained a cracked frame.
- The department is working on a potential trade involving two damaged trucks in exchange for a new truck.
- The Coal Board meeting regarding the dozer grant is scheduled for September 10, 2026.
IV. HORSETHIEF
The department reported that the large culvert replacement on Horsethief was successfully completed in one day.
V. HARVEY BRIDGE
Repairs to Harvey Bridge are scheduled to begin August 31, 2026.
VI. FATTIG CREEK TUNNEL
The Fattig Creek Tunnel project is scheduled to begin September 24, 2026. Signal Peak Energy is doing the project.
