July 17th, 2026

The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Turley and Commissioner Goffena were present. Norma Trent was present. Minutes were done by Garilynn Rapp.

Pledge of Allegiance.

Commissioner Turley made a motion to approve the agenda for the day, Commissioner Goffena seconded the motion, Motion carried.

Commissioner Goffena made the motion to approve the minutes from July 10th, 2026, as written. Commissioner Turley seconded the motion.  Motion carried.

No Public Comment.

  1. Commissioner Goffena made the motion to Review and Sign Resolution 2026-18 a resolution Declaring a Local Emergency Due to Severe Drought Conditions in Musselshell County. Commissioner Turley seconded the motion, motion carried.
  • Commissioner Turley made a motion to review and sign the Obligating Document Award for the Emergency Management Program EMD-2025-EP-05000 submitted by DES. Commissioner Goffena seconded the motion, motion carried.
  • Commissioner Goffena made a motion to Review and Sign Amendment No. 4 to Professional Services Contract for Floodplain Administration submitted by GreatWest Engineering/Courtney Long.  Commissioner Turley seconded the motion, motion carried.
  • Commissioner Turley made the motion to vote to approve the re-written By-Laws of the Refuse Board. Commissioner Goffena seconded the motion, motion carried.
  • Commissioner Goffena made the motion to approve the trade in for a new skid steer for the Refuse Board. Commissioner Turley seconded the motion, motion carried.
  • Commissioner Turley made the motion to Review and Sign the agreement for Legal Services to Review Tax Law Regulations, State and Federal. Commissioner Goffena seconded the motion, motion carried.

Denise Miller, Director of the MCSS gave her weekly report to the Commission. She reviewed the Community Breakfast Fundraiser on July 21st. The department has assisted with transportation to Billings 5 times for the month of July, and 2 times for local transportation in Roundup.

County Agent Cooley reported that the department is set up for Fair Week, July 25th-August 1st. Vendor opportunities and other venues for future fairs were discussed. Nitrate soil tests are coming in. The department will be ordering kits for measuring protein levels in grains. A food preservation class is planned for Mid-August. The department did receive a grant for pig pens, from the Musselshell Community Foundation.

Sheriff Lesnik gave his weekly report to the Commissioners. He reviewed the storm damage done to the Musselshell County Jail, as well as the impact the past few nights of storms had on the community. Dean Creek Road was closed while running water made it unpassable. Additionally, he discussed Deputy wages per Montana Code Annotated.

DES Coordinator Rook gave his weekly report to the Commissioners. There were 56 office visits, 104 phone calls, 10 Rural Addressing/GIS Activities, 3 calls for service. Service Calls included Heavy Timber Fire encompassing 174 acres, Burnt Brisket Fire, Holdover Fire. The department attended 3 meetings, including County Fire Restrictions Coordination Meeting, NonStop Local Media Meeting, and Matt Pierce GIS Modernization Meeting.

CHW Nick Lattrell gave his update to the Commissioners. The department served 2 new clients. He is assisting with looking for housing options for a family displaced from a home fire. He is working with the web-page administration to get the Community Health information on the Musselshell County website. He will be shadowing in Big Timber on July 29th, 2026. Nick will be working with Catalyst for Change to assist the Winnett area. He applied for a $120,000 Montana Opioid Association Trust (MOAT) Grant.  

Road Supervisor Stockert came in to update the Commission with flood concerns on Dean Creek Road. The department learned that an insufficient sized culvert was installed by a resident, as well as the drainage being blocked by debris. Other County Roads experiencing damaging include North Gage suffered damage from landowners moving cows after significant rains causing the road to be muddy. Also discussed is grant projects the department has in the works.

Public Comment: Warren Hansen with MMCWD came into update the Commission on the status of the water district.
