July 31, 2026

The meeting was called to order at 8:30 by Commissioner Pancratz and Commissioner Goffena and Commissioner Turley were present. Minutes were done by Charle Vohs.   Norma Trent and Frank Kelly were also present.

Pledge of Allegiance

Commissioner Goffena made a motion to approve the agenda for the day. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made a motion to approve the minutes from June 19, 2026. Commissioner Goffena seconded the motion. Motion carried.

Public comment:

Frank Kelly Commander for the American Legion came in to ask for an independent real estate assessment for the donated land the County is donating. Commissioners agreed.

  1. Review and sign Resolution 2026-21 Donating land to American Legion.

Commissioner Goffena asked for Resolution to be tabled until Real estate Assessment can be completed.  Commissioner Turley Seconded Commissioner Pancratz called for motion. Motion passed.

  • Review and sign the Warranty Deed for the land donated to American Legion,

Motion to table by Commissioner Turley, Commissioner Goffena seconded. Commissioner Pancratz called for the motion. Motion passed.

  •  Review and sign the letter of support and donation to the Montana Board of Housing for    Homes on the Range replacement submitted by Northwest real Estate Capital Group.

Commissioner Goffena motioned for it to be signed and passed. Commissioner Turley seconded it Commissioner Pancratz called for the motion. Motion passed.

  • Review and Sign Encroachment permit for W. Musselshell Rd. bore crossings submitted by Mid Rivers Cooperative.

Commissioner Goffena motioned for it to be signed and passed. Commissioner Turley seconded it Commissioner Pancratz called for the motion. Motion passed.

Denise Miller/ MCSS – Monthly report 460 meals served this month in house 169 take out (Not Meals on Wheels.)53 rides for seniors to appointments and shopping. 68 volunteers with 171 hours of service. Voucher report signed reimbursement of $10.00 per meal voucher.

Justina Marshall CAS Flow Station is still waiting for paperwork. Getting budget done scheduled for end of August. Coal Board money for Grader. DES Homeland Security Grant award coming 8/3

County Agent Reed Cooley is out for 4H Fair.

Sheriff Lesnik gave his weekly report. Jail empty. New Deputy back from Academy.  Stolen Equipment recovered.

VFW sent a request for the War Memorial on Main Street. Asked for a donation to finish the repairs to the war memorial. Many people have donated time and materials, and they are short and are asking for $1193.92 to finish repairs. All Commissioners agreed.

DES Justin Russell and Assistant Darin Rook out on Fire.

Community Health Worker Nick Littrell gave his weekly report. Grant award of $55,000 for operating costs. Went to Big Timber to shadow Community health worker. He will be out next week

EMS Ron Solberg out of town

1:00 Theresa Doumitt Weir building Update. RFQ’s are out. Have gotten advice back from some. Snowy Mtn. Checks were received, and grant and loan close-out documentation will be provided soon. Theresa will go cut down weeds that a citizen complained were overgrown.

Bear Collins Project needs to be completed in next 2 years with known grant funding.

2:00 Rod Ostermiller from Bridgemont Health came in for an update. Next board meeting is Sept. 25 Rod will be coming in quarterly to give updates. Therapist had to retire due to health but new one is coming twice a month.
