March 13, 2026 Minutes

The meeting was opened at 8:40 by Commissioner Goffena. Commissioner Turley was present.

Pledge of Allegiance.  

Theresa Doumitt and Norma Trent were present.

Commissioner Pancratz joined the meeting.

After adding signing the Agreement with Veronica Alif for maintenance of the website musselshellcounty.gov, Commissioner Turley made the motion to approve the agenda. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to approve February 27, 2026, minutes as written. Commissioner Turley seconded the motion.  Motion carried.

  1. Public Comment on Resolution 2026-9  A resolution authorizing and approving the sale of a certain parcel of real property known as the Wier Building, 215 Main Street, Roundup, Montana, and more particularly described as the Roundup Original Townsite, S13, T08 N, R25 E, Lots 8, 9, 10, 11 and the South 18.5 feet of Lot 7, Block 17 in the City of Roundup, Musselshell County, Montana for the purpose of economic development and historic preservation in accordance with the development objectives of Musselshell County and providing for an effective date herein.  

This was tabled.

Theresa Doumintt gave the commissioners before and after pictures of the Wier Building.

No other public comment.

Commissioner Goffena made the motion to sign the Renewal Rate Form for the July 1, 2026 to June 30, 2026 Employee Medical submitted by MACo. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the Contribution and Eligibility Form for 2026 Employee Medical submitted by MACo. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the letter to the Bureau Chief, Sara Loewen of the Intergovernmental Human Services Bureau, that you have reviewed the work plan and budget.  Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Zoning Compliance Form for the Kinsey Site submitted by the Musselshell County Road Department. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to table signing Ordinance 2026-1, An Ordinance for Community Development of Government Owned Property until we get the final version. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Agreement for Website Maintenance Proposal for musselshellcounty.gov submitted by Veronica Alif, LLC.  Commissioner Turley seconded the motion.  Motion carried.

Denise Miller met with the Commissioners with questions regarding the Directors position for the Musselshell County Senior Services.

Commissioner Goffena attended a LEPC meeting on Tuesday March 10, 2026.

Commissioner Turley attended the Refuse meeting on Tuesday March 10, 2026. They went to both the Musselshell and Melstone site. Then had a meeting at the Community Center.

Commissioner Goffena and Commissioner Turley attended the Coal Board meeting on Thursday March12, 2026 and gave testimony for a new boiler for Melstone School. They also gave testimony for fire equipment for Custer and Rosebud County.

Commissioner Goffena and Commissioner Turley did claims and met with Theresa Doumitt on Wednesday March 11, 2026 for the Wier Building up-date. Commissioner Pancratz was present via Teams.

All Commissioners and Catalyst for Change did interviews for a new Community Health Worker. (CHW)

County Agent Cooley gave his weekly report to the Commissioners. The 4H Council would like to extend the show ring towards the west and make it a beef barn.  They are looking at the cost. April 23, 2026 there will be a Care Giver Retreat put on by MSU.

Sheriff Lesnik gave his weekly report to the Commissioners. Statistics show that since 2019 there has been a drop in crime, vandalism and theft. The snow was great for moisture.  There is a problem with Montana Department of Transportation (MDOT) not shutting down Highway 87 when the wind is bad. There is nothing but praise for Musselshell County Volunteer Fire Departments.

DES could not attend due to a fire call but did send a report. There were 21 office visits and 23 calls. 3 burn permits were renewed or issued. 3 addressing calls. There were 7 calls for service: HWY 12 accident with injuries, HWY 87 North semi blow over with entrapment and extraction. Ambush fire, Tull Road power line fire, Rustic Way 2-acre fire and Spud Patch Fire on Teepee Coulee. 4 meetings were attended.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.

March 9, 2026, Road Department meeting.

All Commissioners, Road and Bridge Supervisor Stockert and Secretary Randall were present. All equipment has been maintained and is current with scheduled service. There are now 7 graders working on our roads. They have been allotted a budget for 2 seasonal workers to assist with cattle guards and culverts. Employees may get up to 52 hours of overtime to train the new employees. An official notice has been issued for the Kinsey gravel pit on Hougardy Lane; there is also a prospective site on State land in Melstone that will be considered after the progression of the Kinsey pit. They are still working on details of the Eliasson pit.  Employee safety during a fire is a concern.
