September 4, 2026, minutes
The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.
Norma Trent was present.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda for the day. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve August 28, 2026 minutes after removing the morning public comment and adding it to the afternoon public comment time. The gentleman was only there in the afternoon. Commissioner Turley seconded the motion as amended. Motion carried.
Commissioner Goffena attended the watershed meeting this week where the infrastructure of the Musselshell River was discussed.
Commissioner Goffena attended the Fire Council meeting Thursday September 3, 3036.
Commissioner Pancratz spoke with the director of the Montana Opioid Application Trust for District 3 regarding the Direct Client Assistance Grant for Community Health Worker Littrell. They are going to try to change the scope of the grant.
Public Comment on the 2026/2027 Budget. There was no public comment.
Public Comment on any public matter within the jurisdiction of the Commissioners that is NOT on the Agenda.
Michael Bartley met with the Commissioners regarding Goulding Creek Road and how it is maintained incorrectly by the County. The Commissioners will tour the road and discuss the issue with Road and Bridge Supervisor Stockert.
Business:
8:45 Commissioner Goffena made the motion to table item number 1 and 2 regarding donating County owned property to the American Legion until we can receive another appraisal. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign Resolution 2026-24 to approve and adopt the 2026/2027 Budget. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign Resolution 2026-26 School District and County Wide Mills. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign Resolution 2026-27 to appoint Special Deputy Co. Attorney C. Kristine White. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Obligating Award letter for the FY 2025 State Homeland Security Program Award for the West Repeater submitted by DES. Commissioner Turley seconded the motion. Motion carried.
CAS Marshall gave her weekly report to the Commissioners regarding the budgets. Everyone did well without a lot of increases. Ms. Marshall is going to be downloading the budget and sending it to the State.
Norma Trent left the meeting to attend the Area II Agency on Aging meeting.
Sheriff Lesnik gave his weekly report to the Commissioners. There was a complaint about the damage to the Sheriffs building taking so long. The claim with insurance has been paid and they are on the schedule with the repair company.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners Ambulance Director Solberg was also present. There were 22 office visits, 32 phone calls 12 GIS/Addressing issues. (addresses on the new homes by the school) 5 calls for service, 2 motor vehicles crashes, 2 wildland fires and 1 false alarm. They attended the fire restrictions meeting that will be going to every 2 weeks now, the U.S Government Accountability Office visited regarding 1st net service and a Fire Council meeting. The critical issue is the emergency paging system is down. Mr. Solberg gave out an estimate of the cost to replace the system. They are still checking with the insurance since it was lightning caused and they are going to get another estimate.
Dispatch Director Ramsey gave her report to the Commissioners. Paging system issues. There have been 6 applications received for the dispatch position and there is another week until the application period closes.
County Attorney Todd-Roger joined the meeting.

Theresa Doumitt met with the Commissioners for a TEAMS meeting for the Bair Collins Recreation Plan. Floodplain Administer Courtney Long, Tonya Garber with Snowy Mountain Development, EA Engineering had Scott Graham and Colette Lemieux, DEQ had John Babock, Jorri Dyer, Jason Seyler the DEQ Brownsfield Coordinator.
Public Comment.
Monty Sealey asked the Commissioners if they heard anything from the Middle Musselshell Water District. The Commissioners have not. Mr. Sealey suggested looking for a type of fire mitigation grant to help fund the pipe to the Airport. The Commissioners will ask DES Director Russell to research it. Mr. Sealey asked about the Wier Building. The Commissioners are working on the draining in the alley.
